At a minimum, Florida legislators need to pass a bill that private schools ONLY get voucher money if
1. They participated in the testing that is required of other publicly funded schools AND their grade is a C or better.
2. The voucher funds are less than 50% of their income. That means they need tuition paying students or an endowment.
